Staff Baltimore Business Journal Baltimore could impose a 10-cent fee on plastic and paper bags used by retailers, the Baltimore Sun reported. Councilman Brandon M. Scott on Monday introduced a bill before the City Council to charge the fee on bags not just from supermarkets, but also from convenience stores, shops, service stations or any other "sales outlet" in Baltimore.
