Inc. on Monday opened its 47-unit Fells Point Station apartment project in Upper Fells Point during a ceremony in which officials declared the project a key example of the success of the city's Vacants to Value program. The apartment building at the southwest corner of Bank Street and South Broadway is nine years in the making and saw a number of changes over the years, morphing from what had been proposed as luxury condominiums to the mixed-income project that opened on Monday.
