The report from the financial literacy and consumer advocacy website is based on the median cost of rent, “walkability” of cities, number of young people, bars, and of course, unemployment rates. According to the list, 12.6 percent of Baltimore’s population is 18- to 24-year-olds and there is close to one bar per 1,000 people.
