Staff Baltimore Business Journal Anne Arundel County school officials allege the County Council's vote this week to cut $5 million from the schools' capital budget is payback for a squabble last year, the Baltimore Sun reported. The previous dispute ended in a state requirement that the county add a similar amount of money to the school system's budget to help pay for teacher pensions. Council members dismissed the notion of payback. But school board member Deborah Ritchie said, "We can all sit here and say we don't know why they did it, but we know why they did it."
