Staff Baltimore Business Journal Mayor Stephanie Rawlings-Blake released numbers to justify $107 million in tax incentives for the billion-dollar Harbor Point waterfront development near Harbor East. The measure was introduced before the City Council Monday night. The plan has drawn fire by some city legislators and support from others. Built in phases over 12 years, the 27-acre waterfront project by developer Michael Beatty is set to include the Baltimore headquarters of Exelon Corp., retail space, a hotel, public parks and residential.
