Staff Baltimore Business Journal Baltimore's historically black Coppin State University has again been targeted for transformation, the Baltimore Sun reported Sunday. According to an analysis of data from the Maryland Higher Education Commission, Coppin's enrollment has dropped, as has its graduation rate, both of which are significantly lower than three other traditionally black institutions in Maryland.
